A cockatiel found ME a couple of days ago-and yes, I have been trying to find his/her rightful owner but have been unsuccessful so far. He is VERY social- and stays perched right on top of my head most of the time- as a matter of fact, he is there NOW. Is this a common habit for the cockatiel?

Because your head is the highest spot that is warm. And maybe because he likes you. Yes it's normal, you should be able to train him to sit on your shoulder or finger tho. He probably trusts you. In order for you to develop respect and a good healthy rapport with your bird, you must find time to teach him the proper perching location. By allowing him to continue, you are teaching him that this is the proper pearching location. He will become more comfortable with it as you allow him time to continue pearching on your head. You do not have to punish him. Just continue to place him on your shoulder as he tries to stand on your head. You might want to consult an animal trainer or your (his) veterinarian. :) does your head look like a bird perch? just kidding!! I think it would be hard to get used to a bird sitting on your head! lol! not sure me he/her really likes u? birds are very social animals, they are smart and have good instints i would say you remind him of his other owner and he feels comfortable with you. your lucky most cockatiels are picky about who they choose. if no one comes forward enjoy his company! birds like to sit up high to feel superior. i would be careful 'cause if they don't think that you are more superior then them they will start to peck or bite. i would train the bird to sit on your shoulder It is a dominance thing common to most pet birds..
