It can be difficult to get one pair of budgies to breed, they are flock birds and I( find that they breed more readily if there is more than one pair in a flight. If they are in paired cages make sure they can see other pairs happy and settled.
Always provide breding boxes and also more boxes than pairs so that there is allways spare boxes if arguments start. Are you even sure its a female? It might actually be a male. I had a female cockatail and she would lay eggs without a male. Of course they wouldn't hatch though. ok I breed parakeets, I have an albino right now with chicks. The father is a lutino. Does the female have a tan cere get a dark brown cere (nose) on a regular cycle? or is it pink or pinkish. If it is tan and gets dark regularly then it's a female if it's pink its a male. Normal colored males have blue ceres.
