1. Lay off of the maracyn and maracyn-two; antibodics are nothing to fool around with unless you can specifically designate what the bacteria/fungus is. Otherwise you might harming the betta and the biological filter.
2. Stick with the Melafix. It is okay to remove the Penguin mini-filter since the carbon/filter floss will not make conditions in the tank any better. As long as the filter pad is left intact in the tank it will neutralize the affect of any medicine.
3. The white fluffy thing growing stuff at the end of it's tail is fungus and the fungus is slowly eating away at the end tissue and will eventually infect the healthy tissue.
4. In order to correct conditions in the tank start with conducting daily 25-50% water changes in the tank. It sounds like alot but changing the water frequently will upset the bacerial/fungal lifecycle and increase the health of the fish's immunity. Then adding aquarium salt or/and stress coat will also aid against the fungal infection.
Hope this helps. Take the filter out. Buy some filter floss from the pet store and use that for a filter. I do that in all my tanks, plus it's a lot cheaper then buying regular filters. Use the MelaFix or BettaFix as directed. Don't change the water until the dosage is over. Also, since you used the other antibiotics, those usually end up killing off the beneficial bacteria in a tank. Be sure to test your water parameters-ammonia, nitrites, and nitrates-because your tank may go through another short cycle. And, are you sure that fluffy white is the fins regrowing and not a fungus? Try posting your question here, and if you can a picture would be great, they can help you diagnose it. But definitely need to remove that filter/carbon before using any meds.

Between the 2 this will kill nearly anything. Melafix, and maracyn are okay, and generally work for fin rot. But they aren't very effective against tougher bacteria, and fungus.
