6 neon tetras, 2 dwarf gourami, 2 otocinlus affinus (otto), 3 Harlequin Rasbora, 2 Serbas cory. please don't recommend me using the 1 inch of fish per gallon rule because I don't quite believe that rule. thanks.

The problem I see is behavior.
The neons, harlequins, and corys are all schooling/shoaling fish. They should all be kept in groups of 5 or more for best results, and you already have enough fish for a 20 gallon tank there.
With the filtration you describe, overcrowding will not be an issue of creating polluted water, but of not giving the fish room enough to swim comfortably as they grow. The neons may only be an inch long, but the rasboras can grow to be over two inches each.
Then there's the potential of aggression from the gouramis. They like their space. Give them plants enough to hide in, and it might be better, but it may not.
I would suggest picking either a couple more harlequins without the gouramis, or vice versa. That is way to many fish and the gourami may be aggresive towards your other fish it probably is a little cramped in there. Dont add anymore fish. its "otocinlus affinis" Sounds like you already have the fish. So if they seem fine, I guess it will be ok. Just make sure you feed them enough and keep the tank clean (I'm sure the filter you have will help). youd need like a 75 gallon tank for all those fish.. 1 fish needs at least 5 gallons..ummmm if those fish get along i have no idea. hmmm to many fish huh but anyway merging all those kinds of fish into one container with each of the fish have different characteristics surely a big dilemna for you.. try to consider first the behavior of those fish and then if you find it ok then merge or try to put them in one container. I started out with a ten gallon tank I housed four Danios and accumulated six tetras after that when ever I added any more fish a few days to a week later fish would be found dead ,isuggest you try a slightly larger tank some time in the near future. I would go that route, although I would also add a lot of plants
A Well - if you do not believe the 1" of fish per G of water then I do not know why you are asking if it would be overcrowded.
