There are so many factors affecting a horses price.
Where the horse is located is definitely a factor.
In Southern California (near Los Angeles) if this horse is sound,jumps, and will vet out with X rays , he would be a LOT more then 4,000. The only thing holding him back would be that he is not that big. However he would be at least a 15,000 dollar horse around here.
You mentioned he has a clean vet check. Who had the vet check done? If it was not you I would be completely skeptical. It would be very rare for a person to go through a pre-purchase exam, have the horse vet out, and then not buy him. If it was the seller I would not consider it worth the paper it was written on.
Have you seen the pre purchase exam paperwork?
What about x-rays? X rays of course had a LOT of money to the pre-purchase exam. A straight pre-purchase in my area is $350. Our last one that we did with X-rays added $750 to the exam-making the entire exam $1,100)
I would not purchase a six year old that was allegedly "competitive" in Dressage without x-rays. If he is already competitive at this age it says to me he has been worked too hard.
( I would NOT spend money on X-rays on a horse that was only $1,500 though, when they are that cheap if everything looks good on a pre-purchase I would go ahead and buy him)
