It sounds like a fly mask, these are masks that are made out of netting and cover a horses face. The horse can still see and do everything as normal, but the flies won't bother its face, and it will also protect it the horse from the sun. Horses can get sun burns if they have light skin, and some horses have very sensitive eyes that need protection. To keep the flies away! This is a very humane, helpful way to keep flies away from their mouth and eyes. I can't answer 100% without seeing what it looks like, but it sounds to me you may be seeing a horse wearing a fly-mask. it's actually a very fine mesh that doesn't block the horse's vision at all. The mesh fits closely to the horse's head to keep flies off its face. Some are even UV protectant.

What you are seeing are called "fly masks" on the horses. Its actually a mesh mask that goes around their eyes to keep the flies from bothering them. Flies like to feed on drainage from horses eyes and it can cause eye infections. Therefore people use fly masks to keep the flies out of their horses eyes. Some fly masks even cover their ears to keep the flies from bothering them as well! From far away it does look like the horse is blindfolded, but if you look at one up close, it's very easy to see out of! i'm almost certain it's a fly mask. a fly mask is designed to go around the face is order to ward off flies from pestering the face area and from biting sensitive areas such as the areas around eyes, nose, ears, etc. to help out the horse on hot days! the horses can see 100 percent though the mask, it's basically a mesh netting it is a flymask. horse owners put these on horses to keep the flys from bothering their horse's face. They are very useful and the horses can still see out of them. it could be just a fly mask, which is used to keep flies off the horse's eyes. what that sounds like is a flyveil. If it is, its not actually a blindfold, its see thru, its to prevent flys and other parasites from getting into the horses eyes and ears. Also if you have a horse with pale patches of skin around the eyes it can help with reducing the chances of skin cancers.
