I will have a wire top so he'll have lots of air, and I'll get him out and clean his cage everyday. I just can't put him in a wire cage because I have a 3 year old that will stick his fingers in and might get bit.

i think that that is fine as long as you take good care of him and make sure he has plenty of air. Yes, they have some hampster and mice cages that are not wire, they are complete solid clear plastic, the whole thing. Thats a good idea you have. Look at this realistically (and no, I am not being sarcastic). Would you like to live the rest of your life (even if it is just a few years) trapped in a closet? Because that's about the ratio of space to creature that the rat will live in. Aquariums don't have very good ventilation, and rats esp are prone to respiratory problems (I know, I had a rat pass away from one). The more air flow they get, the better (without keeping them in a direct draft).

Try putting up a shelf that your 3 yr old can't get to and put the wire cage on that instead. Rats are very intelligent creatures, they need more than a wheel and a food bowl. Make sure he has toys, a variety of food (no, the pre-packaged stuff is not good enough) including fresh veggies and fruits. Be generous. He depends on you for everything. yup ! it would be just fine. and thats even better for your 3 year old. But make sure it reaches the water. lol. :]]] no not really rats have the need to run on a wheel, and also need to be able to to walk around, a place where it is not far from the the opening of the cage. They also need to have air all around them to breath. only if your rat has gils lol
