Dear Skyler,
A baby bearded dragon biting is a rare occurrence. I find that when a typically docile lizard puffs up and/or tries to bite, he/she maybe hungry, not feeling well, or scared. In this case, it sounds like he may be scared. The puffing up is a defense mechanism. It makes him look bigger. If it is a sub-adult, males can become a little more aggressive when becoming sexually mature.
My recommendation would be to try laying your hand (palm side up) in his cage and letting him come to you and get used to you. Don't cup your hands around him, as this may make him feel like he's being attacked. Also, try hand feeding him. As a precaution, have a vet take a look at him to rule out any internal health issues.

We started by just gently stroking the top of our beardie's head a few times a day before we picked her up also be careful not to rub against his scales as this hurts them. If you reach over him to pick him up he probably feels threatened.
