I imagine part of it is an emotional reaction, as natural as wanting to remark about the beauty of a rainbow. rain means water puddles and water is needed in order to mate
so the frogs croak is calling a mate I'm not entirly sure, but the rain makes their day kind of!, the wet weather is lovely for almost any frog so it could mean that they're " singin in the rain" kind of!lol or it could be that right now is their mating season and wet weather is needed for the action, and the croaking is to call of mates. The reason that they croak after a rainstorm is because they're, like, actually AROUND after a rainstorm. They're hiding in damp and dark places where people can't see them when it's dry out. But lo and behold, when the rains come, all of a sudden it's party time for the frogs. Hence why you can actually hear them when it's wet outside. Frogs croak to announce their availability to potential mates.
Rainy weather is good for frogs because they can move around more freely without risking drying out, and some of their predators are less active. Rain also creates the temporary pools which some species, such as wood frogs, lay their eggs in. Therefore, rain is very helpful to breeding.
So, when it rains, frogs think it's a good time for a night out at the froggy singles bar (or pond in this case) and start trying out all their best pickup lines . ribbit! ribbit! ribbit!
While calling is most common in the spring, some frogs will go off under the right conditions at other times. I've heard occasional lonely calendar-challenged spring peepers call right thorugh the summer, and my two barking treefrogs (probably confused by human lighting cycles) were calling a few nights ago, though only kind of half-heartedly.
